That's actually irrelevant. The OS is already done loaded when you log into Windows, so the OS and your media being accessed at the same time isn't an issue.
Also, for normal computer use, I can't think of a time when multiple files/programs will be accessed at the same time. Factor in the 3.0 GB/s speed of the SATA II connections (which no computer has maxed out yet), and having your files on the same HDD as your OS isn't much of an issue.

No, One for the OS, and the other to store Documents, Videos, Mp3's and other multimedia and text. This way the PC does not get clogged up and the OS can run at full speed.
